REQUEST FOR PROPOSALS
Section 1 General Information

Section 2 Preparation of Proposals Essential Requirements
2.1 Language: The official language for the proposal, contract, reports and any other documents in relation to the assignment is English.
Scope of Work
The selected service provider will be responsible for:
Supplying durable and tamper-proof asset tags.
Physically tagging all identified company assets.
Developing and maintaining an asset register with relevant details.
Providing a digital tracking system or integration with existing asset management software.
Training designated staff on asset tracking and management.
Eligibility Criteria
Interested Company must meet the following requirements:
Proven experience in asset tagging and inventory management.
Ability to provide a robust tagging solution resistant to tampering and wear.
Demonstrated expertise in asset tracking software or digital integration.
Proposal requirements
Proposals should include:
Company profile, including relevant experience and references.
Technical proposal outlining methodology, materials, and timeline.
Financial proposal detailing cost breakdown.
Legal and regulatory compliance documents / Registration document / Tax clearance.
Proposed digital tracking solution and training plan.
FinancialProposal
(i) The price in RWF should be broken down to reflect the one-time purchase nature of asset tagging services. The cost breakdown should include the price per tag, labor costs for physical tagging. The price should be quoted including VAT.
Conditions for Financial Proposals
Prices must be quoted in RWF and include all applicable taxes, duties, and VAT.
The proposal must provide a clear and detailed breakdown of costs.
Payment terms should be specified, including any advance payment requests, milestones, or final settlement upon project completion.
The bidder must state the validity period of the financial proposal (minimum 60 days from the submission deadline).
Any cost variations or additional charges beyond the quoted amount must be justified and pre-approved by Norrsken Rwanda Ltd.
The financial proposal should be submitted in a separate document from the technical proposal.
Section 3 Submission of Proposals
3.1 Proposals must be submitted in electronic format by e-mail. Technical and Financial Proposals must be submitted in separate files and marked accordingly.
3.2 The full details on how to submit proposals are available under Tender Notice at the beginning of this document.
3.3 Proposals must remain valid for at least 60 days following the deadline for their submission stated under the Tender Notice.
Site Visit & Sample Tag Submission
A site visit will be conducted on 2nd and 3rd April 2025 to assess the tagging requirements. Additionally, the pre-selected service provider will be required to provide a sample asset tag for evaluation before final selection.
Section 4 Final Considerations
4.1. Norrsken Rwanda Ltd will not be bound to select any of the proposals.
