Background
The Rwanda Association of Local Government Authorities (RALGA) is a membership-based organization established in 2002 to support Rwanda's decentralization efforts. It serves as a platform for local government entities, including all 30 districts and the City of Kigali, to collaborate, build capacity, and advocate for their needs to central government.
RALGA's mission is to assist local government entities in achieving their goals while adhering to principles of good governance and decentralization. Its mandate includes representing, advocating for, and building the capacity of its members. The association operates through various organs, such as the General Assembly, Executive Committee, and Control Committee, to coordinate activities across sectors like finance, economic development, and social welfare.
Leadership
As of June 2024, Dominique Habimana serves as the Secretary General of RALGA. He brings over 18 years of experience in international development, having previously worked as the Senior Governance Programme Officer at the Swiss Agency for Development and Cooperation's Great Lakes regional office in Kigali. Habimana holds a Master's Degree in Development Studies from the University of Rwanda and an Executive Master's in Conflict and Fragility Management from the Geneva Graduate Institute.
The current President of RALGA is Nyiramasengesho Jeannette, who assumed office on October 6, 2022. She is the chairperson of Ngororero District Council in the Western Province and also heads the Union for Domestic and Independent Workers in the Informal Economy (SYTRIECI). Her leadership focuses on strengthening the association's organs to ensure they serve in accordance with national policies and contribute to citizens' socioeconomic development.

Key Initiatives
RALGA has been instrumental in localizing the Sustainable Development Goals (SDGs) within Rwanda. Through the SDGs Localisation in Rwanda Project, the association developed an electronic tool to help districts and the City of Kigali monitor and report on SDG implementation. This initiative aimed to integrate SDGs into District Development Strategies and enhance local governance's role in sustainable development.

Additionally, RALGA played a pivotal role in hosting the 10th Commonwealth Local Government Conference in Kigali in November 2023. The conference, themed "Building Local Resilience Across the Commonwealth," focused on strategies for enhancing local resilience and recovery from the COVID-19 pandemic, emphasizing the importance of governance and decentralization in socio-economic transformation.

To enhance its digital presence, RALGA seeks to develop a modern, user-friendly, and responsive website that meets international standards. RALGA is hiring qualified consultants to develop brand new website. The website should implement modern technologies and allow for dynamic content.
