Tender Title :Supply and delivery of Pesticides, Fertilizers, Drugs and Agri-Materials to enhance the resilience and productive capacity of youth engaged in SERVE project value chains
Brief description of DUHAMIC-ADRI
DUHAMIC-ADRI is a Non-Governmental Organization legally recognized under Rwandan Law. The organization was founded in 1979 with the objective of assisting farmers in organizing themselves to combat constraints related to rural marginalization. Over the years, its operations have expanded from local and regional levels to the national level. The Constituent General Assembly of April 20, 1985, officially established DUHAMIC-ADRI as an NGO operating throughout Rwanda.
DUHAMIC-ADRI was legally recognized by Ministerial Order No. 943 of July 12, 1985. Its statutes were later modified and recognized by Ministerial Order No. 025/11 of March 21, 2005. The organization also fulfilled all requirements under Law No. 04/2012 of February 17, 2012, governing national non-governmental organizations and received a compliance certificate from the Rwanda Governance Board (RGB) on June 17, 2013.

Mission: Supporting integrated development through rural population initiatives aimed at self-development.
Objectives:
Combating the marginalization of rural areas.
Promoting and strengthening associations, cooperatives, and farmers' groups.
Supporting rural development initiatives in various socio-economic sectors.
Program overview
DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda namely RULINDO, GAKENKE, NYABIHU, RUBAVU, RWAMAGANA, KAYONZA, KIREHE, NGOMA, NYAMAGABE and HUYE.
The SERVE Project aim to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people aged between 18 and 35 years and 70% of them must be women in agricultural value chains across Rwanda.
Justification of needs
SERVE project has made significant strides in youth empowerment through agricultural value chain development including but not limited to Good Agriculture practices and awareness raising on environment protection and disease and pests’ control. However, the recent pests, diseases, and climate-related disasters have put these gains at risk. Based on the findings of the conducted needs assessment, it is evident that there is an increasing risk of long-term disengagement from farming activities and a potential reversal of progress made within youth-led MSEs who experienced losses due to pest, disease, and disaster outbreaks. Therefore, it is essential to support and assist the youth farmers by providing the necessary agricultural inputs and materials to aid in their recovery and ensure the continuity of their agricultural businesses.
In this regard, DUHAMIC-ADRI, in collaboration with CARE Rwanda and through the Crisis Modifier budget, is preparing to procure and distribute essential agricultural inputs and materials tailored to the specific needs of the affected farmers ensuring that they can recover, adapt, and thrive and the support take reference to needs assessment conducted to assess the magnitude and potential impacts of the disasters/disease outbreak in collaboration with local authorities as well as farmers. This support will not only restore productivity but also strengthen resilience and ensure long-term impact on the project.
Objectives
Overall Objective:
To enhance the resilience and productive capacity of youth engaged in SERVE project value chains through the provision of critical agricultural inputs.
Specific Objectives:
To support youth farmers with high-yielding, disease-resistant seed varieties for tomatoes and fresh beans.
To provide veterinary drugs and poultry vaccines to protect livestock against prevalent diseases.
To provide efficient pesticides and fungicides to prevent and control crop diseases and pests.
The quantity of needs, technical specifications, distribution by lot, and detailed price breakdown shall be presented in the table below:

Scope of work
The successful bidder will be responsible for delivering and ensuring the quality of all inputs and materials as per the technical specifications and distribution plan.
Timely Delivery and Distribution
Coordinate the timely delivery of all procured inputs and materials in Rulindo, Gakenke, Nyabihu, Huye, Nyamagabe, Rwamagana, Kayonza and Ngoma districts.
Ensure that all inputs and materials are properly stored during transit and delivered in optimal condition to maintain product efficacy and integrity.
Collaborate with SERVE project staff to offer basic guidance on the proper use of the procured inputs and materials, ensuring that farmers understand application methods, quantities, and timing for optimal results

Bid Documents (Mandatory)
Interested candidates will present their bids comprising of the following documents:
An application letter addressed to the Executive Secretary of DUHAMIC-ADRI, clearly indicating the number of days required to complete the delivery (preferably no later than 10 days).
Quotation (Proposed prices)
Proof of using EBM
A valid Tax clearance certificate
A valid RSSB clearance Certificate
3 certificates of good completion for supplying similar goods.
Bid security equivalent to 212,499 Rwf
For seeds the following additional requirements will be verified
Phytosanitary certificate indicating the origin of the product
Seed laboratory test certificate
Certificate indicating that a vendor is an authorized Agro dealer
Note:
Prior to contracting, DUHAMIC-ADRI, in collaboration with CARE Rwanda, will conduct a vetting process to the successful bidders to ensure compliance with anti-terrorism and other regulatory requirements.
Bidders who are blacklisted by RPPA are not eligible to participate in this tender. DUHAMIC-ADRI reserves the right to reject such bids.
