The Ministry of Public Service and Labour (commonly known as MIFOTRA) is Rwanda’s government body responsible for overseeing both public service management and labour matters.

Public Service Management: Sets policies, strategies, and laws governing the civil service; ensures institutional capacity, oversight, and modernization of public institutions 

Labour Sector: Creates a conducive environment for generating decent jobs, ensures fair work conditions, occupational safety & health, labour inspection, rights protection, and collective bargaining .

They also coordinate with the Rwanda Labour Market Information System (LMIS) to gather and disseminate labour statistics and skills demand data

Under the 2017–2024 Revised National Employment Policy, the ministry targets creating 1.5 million decent jobs, in line with Rwanda’s National Transformation Strategy 1

As of June 2024, over 1.37 million jobs were created—achieving about 94% of their target, and employment rose approximately 61% (146k → 235k+ jobs) over the past decade 

They established frameworks for tackling issues like child labour, occupational safety and health (OSH) and launched various stakeholder forums such as Labour Day events
