Context and justification of the need
The Government of Rwanda and the Agence Française de Développement (AFD) are in process of signing a grant and loan agreement to implement the TVET Development for Transformation (TDT) Project, implemented by Rwanda Polytechnic with the technical assistance of Expertise France. The TDT Project aims to enhance the attractiveness and inclusivity of Rwanda Polytechnic (RP) by improving infrastructure, promoting gender-sensitive education, and strengthening institutional capacities.
The TDT Project overall objective is to strengthen the attractiveness of RP, in particular the two RP colleges campuses in Kigali and Gishari. This overall objective is expressed through the following specific objectives:
Improve infrastructure (accommodation, catering, study spaces, and collective recreational and sports activities) on the campuses of Kigali and Gishari.
Ensure a safer and more inclusive learning and living environment in the colleges for female students.
Strengthen RP and colleges’ management capacities in student housing, with specific attention to gender issues and engage in a dialogue on sustainable public policy for decent and inclusive student accommodation.
Promote the training offer and the employability of Higher TVET graduates.
As stated in the Specific Objective 2, which emphasizes ensuring a safer and more inclusive learning and living environment in the colleges for female students, a Participatory Gender Audit (PGA) will be conducted to assess the institutional policies, practices, and culture regarding gender equality at Rwanda Polytechnic.
This PGA will follow the ILO Gender Audit Methodology to:
Evaluate RP’s gender mainstreaming progress at the institutional level.
Identify gaps and opportunities for strengthening gender equality policies and practices.
Recommend concrete actions to enhance RP’s gender-responsive strategies.
The TDT project is marked DAC1 on gender: gender equality is an important and deliberate objective of the project.

Desk Review
Analyze existing gender-related policies, reports, and strategies at RP.
Stakeholder Engagement & Data Collection
Use participatory approaches to collect qualitative and quantitative data.
Institutional Gender Assessment
Evaluate RP’s institutional capacity for gender equality and social inclusion.
Analysis & Report Development
Consolidate findings into a Gender Audit Report with clear recommendations.
Validation & Capacity Building
Organize a validation workshop to discuss key findings.

The designated Consultant(s) should possess the following:
Academic Qualifications:
Master’s degree in Gender Studies, Social Sciences or Development Studies.
Professional Experience:
Minimum 7 years of experience in gender analysis, institutional gender audits, or gender mainstreaming.
Proven experience in conducting Participatory Gender Audits (PGA), using ILO methodologies, a certification from the International Labor Organization is an added value.
Strong knowledge of gender equality policies in higher education and TVET institutions.
Experience working with donor-funded projects and government institutions.
Knowledge of the Rwandan context or similar contexts.
Technical Skills:
Expertise in qualitative and quantitative research methodologies.
Strong facilitation and participatory assessment skills.
Excellent report writing and presentation skills.
Languages:
Fluency in English.
French proficiency is an added advantage
Knowledge of Kinyarwanda is a plus.
