APW with non-individual

Digitalization of the Standard Treatment Guidelines

1. Background

The 2020 Standard Treatment Guidelines (STGs) have been developed jointly by the Rwanda Ministry of Health (MoH) and the World Health Organization (WHO) in consultation with stakeholders. They are the second edition after the 2013 STGs and are essential to the improvement of the quality of healthcare delivery, especially at the primary healthcare (PHC) level, and achieving universal health coverage (UHC) and the health-related Sustainable Development Goals (SDGs). The STGs are grounded in the national disease burden and align with WHO’s clinical guidance. The STGs cover various medical disciplines, including Internal Medicine, Pediatrics, Surgery, Obstetrics and Gynecology, Dermatology, Dentistry, Ophthalmology, Mental Health, Anesthesia, Antibiotics Use and Oxygen Use. These guidelines bring more evidence-based practice, more transparency in the care provision as well as access to efficient, affordable, and available medications in the country.

The WHO guideline: recommendations on digital interventions for health system strengthening recommends using digital tools to support the health workforce’s knowledge and complement in-service training and continued education. Additionally, mobile learning (mLearning), which refers to using technology such as smartphones to deliver training content to health workers, can potentially increase health workers’ access to training and educational resources.

The MoH and the WHO are committed to improving healthcare delivery by digitalizing STGs to facilitate more rapid and effective uptake of evidence-based practice for improved health outcomes through data-based treatment decisions. The purpose of this project is, therefore, to digitalize the STGs, the essential medicines, and the tariff to make them easily accessible, updatable, and usable by healthcare professionals in Rwanda. They will be accessible via a mobile application.

Further, the list of essential medicines, and the tariffs, approved by the Cabinet in January 2025, will also be digitalized.

2. Deliverables

STGs digitalized through a user-friendly application that enables users to easily access the STGs, essential medicines, and the tariff.

APIs for accessing the STGs, essential medicines, and tariff information developed to increase interoperability with various digital health systems, such as the national Electronic Medical Record.

4. Requirements

Educational Qualifications

Members of the team should have at least Master’s degree in computer science, information technology, health informatics, or another relevant field such as medical sciences, with a proven experience in data curation, monitoring and evaluation, accountability and learning, capacity building, and cybersecurity.

Experience

Members of the software development company should have at least five years of experience in implementing digital health solutions in Rwanda, including mobile phone applications.

Essential: the company should demonstrate the following:

Development and implementation of user-centred Digital Health solutions that support organizations and communities to achieve their goals.

Support projects in clinical data curation in health and social care.

Evidence for the development of mobile phone-based solutions that strengthen the quality of care

Extended experience in the field of E-Health, including mobile application development and API.

Work experience with governmental and private institutions in Rwanda.

Desirable:

Facilitation of tailored capacity-building programs.

Proven at least two (2) similar assignments for the last ten years

Experience working with the Ministry of Health of Rwanda.

Languages and level required

Team members should have working proficiency in English and French.

Knowledge of Kinyarwanda is an added advantage.
