Project background and Rationale

The “Turengere Abafite Ubumuga Project” was initiated in response to the challenges faced by persons with disabilities (PWDs) in Rwanda, despite the nation’s strong legislative framework advocating for their rights. In 2022 PWDs represented 3.4% of Rwanda’s population, yet they were less educated, less likely to be employed, and faced higher poverty rates than their non-disabled counterparts. The project seeks to create an enabling environment where vulnerable PWDs can realize their abilities and actively participate in economic and social protection. Through targeted interventions, including advocacy, capacity building, and support for livelihood activities, the project aims to empower PWDs and promote their inclusion in Rwandan society.

Overview:

The Activity focuses on empowering 160 youth with disabilities (YWDs) from 4 cooperatives located in Burera, Rubavu, Rutsiro, and Musanze districts. These cooperatives were selected based on improvements in governance, existing projects, and recommendations from local authorities

 Objective:

To strengthen the organizational, managerial, and technical capacities of YWD cooperatives, equipping youth with practical skills in livelihood activities and cooperative governance, and ensuring long-term sustainability of their economic initiatives.

 Purpose:

To enable youth with disabilities to meaningfully engage in income-generating activities through well-structured, well-governed cooperatives, thereby improving their economic independence and promoting their inclusion in local development efforts.

Deliverables

Undertake a comprehensive assessment of existing cooperative structures, identifying strengths, weaknesses, gaps, and challenges.

Develop a customized management and livelihood training plan informed by the assessment findings

Organize a 5-day intensive training and coaching program covering key topics such as financial management, marketing, cooperative governance, and project management.

Facilitate the development of two-year action plans for each YWD cooperative, ensuring the effective implementation and sustainability of their economic activities.

Establish a peer-to-peer training mechanism, to facilitate the internal transfer of knowledge within cooperatives to ensure inclusive capacity building.

Consultant requirements:-

Bachelor’s Degree or higher in Development Studies, Social Work, Education, Business Development, Cooperative Management, or a related field.

Additional experience cooperative development, business skills, or livelihood development are an added advantage.

Experience:

Minimum of 5 years of relevant experience delivering capacity-building training, especially in cooperative governance, livelihoods, and inclusion.

Prior experience working with youth with disabilities or marginalized communities is essential.

Experience in conducting organizational capacity assessments and participatory action planning.

Strong communication, facilitation, and mentoring skills.

Fluent in Kinyarwanda and English (spoken and written).
