The SHORA NEZA is a Project implemented by DUHAMI-ADRI in partnership with WFP (World Food Program) funded by Mastercard foundation, it is implemented in Southern and Western Provinces of Rwanda with the aim to create new and strengthen existing employment opportunities for young males and females with the range age of 18 to 35 years old through strengthening food systems as results new job creation, while considering their different needs, through strengthened, interlinked, and efficient agricultural value chains. The activities under this partnership build from WFP’s existing initiatives and align with the Foundation’s ‘Young Africa Works strategy Specifically, the partnership will focus on contributing to achieve the following outcomes of the project:
Outcome: Young men and women have improved employment conditions along the agriculture value chains.
Intermediate outcome 1: Young men and women generate higher revenues from increased sales of quality crops and services.
Intermediate outcome 2: Enterprises along agricultural value chains have increased business performance.
Intermediate outcome 3: Institutional and system-wide changes promote a favourable environment for youth employment.
The overall performance of the project will converge on the ‘number of youths in work, across the agricultural value chains defined by new or improved jobs for youth. Broadly, the project intends to contribute to food systems strengthening to create employment opportunities for young males and females with a focus on the following segments of different value chain:
Market Access: Increased smallholder farmer incomes by connecting them to premium public and private markets for sales at national and regional levels;
Post-harvest Management (PHM): Improved quality and reduced post-harvest losses through the promotion of a vibrant, youth-led market for post-harvest (PH) equipment and services;
Access to Finance: Enhanced linkages to formal financial products and services by project beneficiaries.
To facilitate FSCs to increase income, service offered to the young farmer and create off farm jobs for youth, DUHAMIC-ADRI in partnership with WFP has planned to provide the starter tools kits for the FSCs supported by SHORA NEZA Project. The data for starter Kits needs for the FSCs have were gathered from each FSCs based on his or her business model and needs make a value addition on the existing business to boost, improve quality of service deliver and create impact in term of income and job creation for youths.
Purpose of the Purchase of FSCs starter Kits.
The main purpose to distribute starter tool kits for FSCs is to allow FSCs to boost their business, improve the quality of their services, increase income and create employment opportunities for youths.
The provision of starter kits will positively impact different levels of value chains for both crop and livestock especially for animal health services and post-harvest handling as FSCs in livestock sector will be provided with different basic kits to provide primary animal health care services.
Financial proposal
The Financial proposal including transport to DUHAMIC-ADRI HQ (Kicukiro) shall be presented in the following table:

Required administrative documents (ELIMINATORY)
The bidder shall provide the certificate of company registration issued by RDB;
The bidder has to provide the tax clearance certificate issued by RRA;
The bidder shall provide RSSB certificate;
The bidder shall provide proof of using EBM
The bidder shall provide the 2 certificates of Good completion for the similar tenders with the lots to which is bidding to.
A commitment letter proving to deliver all the supplies in a period not exceeding seven (7) calendar days from the day the purchase order is received.
The successful bidder may be requested to provide performance security at the time of contract signing.
NOTE: The successful bidder will provide the after-sale guarantee for a period of at least one year for the following items: Biostat Gt2, Fridge Congerator, Fridge, Eggs Incubator, Irrigation Generator, Electronic Scales, Makita bruch cutting Grass, Knapsack Sprayer Battery Pump, Fresh chilli Blender, Electrical sprayer Baterly pump, Motor post iRRA, Tabltets, Laptops and printers.
Bidding process
The interested bidders may apply for a maximum of two lots;
The bids shall be presented for each lot separately;
The bidder shall provide the certificate of Good completion for the similar tenders with the lots to which is bidding to.
Bid documents submission
Bids shall be submitted to DUHAMIC-ADRI Head Office located at Kicukiro District, Niboye sector not later than April 22, 2025 at 11:00AM
DUHAMIC-ADRI will conduct a field visit to the potential winning bidders to assess compliance with the required specifications. If the bidder fails to meet the specifications, DUHAMIC-ADRI reserves the right to reject them and consider the next eligible bidders.
